Director General of the Kaduna State Bureau for Substance Abuse Prevention and Treatment (KADBUSA). He is a distinguished mental health researcher with expertise in psychosocial issues and substance abuse within Nigeria. His leadership at KADBUSA emphasizes evidence-based, community-driven strategies for prevention, treatment, and care of drug use disorders and co-occurring mental health conditions. He has led key programs such as the Perinatal Mental Health Services, Community-Based Harm Reduction, and the UNODC-supported Alternatives to Incarceration (ATI) initiative. Joseph is also a Creative Arts enthusiast, integrating cultural approaches into public health interventions, including the “Art in Health Initiative” with WHO.
